The first place to look for the Bobblehead in Archeage is in Rivet City. It can be found during the Wasteland Survival Guide quest. There are signs pointing to a science lab, so just follow them to get to the room. In the center of the room, you’ll find the Intelligence Bobblehead. You’ll need to kill a Mesmetron and get the Bobblehead.

The Bobblehead can be found in the Capital Wasteland. You’ll need to visit Vault 101 to get an active quest.
