This video shows you where to find the Terrible Shotgun and the Barter Bobblehead within Evergeen Mills. To get the Terrible Shotgun you must kill its owner Smiling Jack the non-hostile raider who runs the general store in the Evergreen Mills Bazaar. This will incur no karma loss so no worries there.
You can then find the Barter Bobblehead in the back room of his shop – on a shelf behind a workbench. This will permanently raise your characters barter skill by ten points. Interestingly the bobblehead shows Vault Boy holding up a bottle cap even though bottle caps were not the currency before the war (when the bobblehead was made)!
