Found at Vault 81, talk to bobby and the doctor then leave (as in fast travel outta the area) and sleep for 24 hours, come back to the vault medical room and then follow bobby and then the video for the location of the bobblehead.

Found at the Asylum, gain access by killing people outside of the building then talk to Edward usually found at the Bunker Hill monument or can be found at Diamond City bars or Goodneighbour bar then do his quest line.
